Spanning the northern half of Finland, Rotary District 1400 encompasses 34 Rotary clubs and borders the Gulf of Bothnia, Sweden, Norway, and Russia. The largest city is Oulu, with a population of 150,000. It is the sixth most populous city in Finland, and sits on the Finnish Western coast.
